With annual capital investment of approximately £1.9 billion, Transport for London is seeking an exceptional senior leader to join its Independent Investment Programme Advisory Group (IIPAG). This role will provide independent challenge, expert advice, and strategic assurance on major programmes and projects that are set to define London's future.

The Opportunity
As a member of a small and highly respected advisory group, you will:
- Provide independent assurance on major projects and programmes, typically valued at over £50m.
- Constructively challenge investment strategies, delivery approaches, and key decisions.
- Review complex risks, opportunities, and market influences affecting programme delivery.
- Lead or contribute to cross-programme reviews on themes of strategic importance.
- Influence decision-making at the highest levels of TfL governance.
- Help drive efficiency, effectiveness, and value for money across TfL's investment portfolio.
Who We're Looking For
We are seeking a respected senior leader who combines strategic insight with practical experience in delivering and overseeing major programmes. You will possess the credibility to challenge constructively, the judgment to identify strategic risks and opportunities, and the independence to provide objective assurance at the highest levels. Candidates are likely to have operated at Board, Executive Committee, or C-Suite level within transport, infrastructure, engineering, construction, asset-intensive organisations, or other complex sectors with directly transferable experience. The typical time commitment for IIPAG Members is 3-4 days per month.
What You Will Bring
- Board-level or executive leadership experience within complex organisations.
- Experience overseeing major capital programmes, infrastructure investments, or large-scale change initiatives.
- Strong understanding of governance, assurance, risk, and value-for-money evaluation.
- A proven ability to influence senior stakeholders through evidence-based insight and constructive challenge.
- Excellent written and verbal communication skills.
- High levels of integrity, independence, and sound judgement.
Particularly Valuable Experience
- Major transport or rail infrastructure.
- Engineering, project delivery, or asset management.
- Independent assurance and programme review.
- London Underground, heavy rail, or comparable operational environments.
- Recognised professional qualifications and industry standing.
