Overview of Project
With over 5,500 acres of land, TfL is a significant landowner in London. A large portion of this land is used for the transport network, but the remaining land presents opportunities for service expansion, commercial, industrial, residential development, or energy production. TfL has initiatives in place to optimize land use, including rationalizing office space, establishing a commercial property subsidiary (Places for London), and publishing a Corporate Environment Plan.
About the Role
This is a key role within the Estates Planning & Accommodation (EP&A) team. The Digital Framework Manager will be responsible for leading the development and management of data, systems, and digital solutions. This role will work with stakeholders across the business to support strategic estate planning and decision-making across TfL's property portfolio. The role ensures the delivery of accurate, trusted data and insights, oversees EP&A-owned systems, provides Design Authority leadership for estate-related solutions, and maintains the integrity of estate data and CAD drawings through effective governance, stakeholder engagement, and supplier management.
Key Accountabilities
In this role, you will be supporting the Governance and Data Lead to deliver portfolio plans and strategic, data-driven estate decisions. This role will be critical in developing and delivering the Estates digital strategy and ensuring adherence to workflows and processes. You will be:
- Accountable for the development and management of a dedicated internal data strategy, directly supporting the wider EP&A function by providing accurate data and insights to drive decision making.
- Accountable for managing the creation, maintenance, and implementation of an effective digital strategy and framework for the EP&A function to enable the efficient forecasting and management of the supply and demand for space, generating the potential for significant savings, estate optimization, and commercial/development opportunities.
- Identify EP&A requirements and act as EP&A lead in any multi-team TfL systems project, including leading Design Authority (overseeing system scope and operation) for systems developed by other TfL teams to meet EP&A requirements.
- Acting as System Manager for any EP&A-owned system, responsible for design, development, service management, maintenance, security, and access control, working with third parties as appropriate.
- Act as a technical specialist, setting the data standards and delivering data quality improvement plans.
- Advocate for data-driven decisions, governance, and other initiatives supporting a culture of verified data, solving complex problems through innovation; providing insights/recommendations to drive decision making.
Skills, Knowledge & Experience
Skills
- Be politically adept and organisationally astute to negotiate and influence complex and sensitive information.
- Ability to respond to ad hoc needs for information, providing it in a variety of text/visual ways if necessary.
- Strong analytical skills: Assess complex problems or data sets to establish insights & make recommendations.
- Ability to collaborate and partner with various teams, supplier partners, and stakeholders.
Knowledge
- A Degree level education or equivalent experience, ideally in data analysis or business decision support, preferably in the estates and property sectors.
- Proven knowledge of information-gathering and intelligent analysis.
- Expert knowledge of Microsoft products, database and data management software for the Estates sector including Computer Aided Facilities Management (CAFM).
- Excellent working knowledge of integrated electronic data management systems (SharePoint) to actively develop and manage this to record and retrieve extensive project documentation.
- Excellent knowledge of CAD & GIS software platforms, as well as other relevant applications, data solutions, and tools.
- Excellent knowledge in data management, data governance, enterprise architecture, and information management.
Experience
- Demonstrable experience within a workspace, space-planning, or data-gathering & analysis discipline, in a complex, multi-site environment.
- Demonstrable experience of information-gathering and statistical data analysis and evaluation.
- Experience of creating/maintaining databases and knowledge of technology systems and usage.
- Experience in data development and external benchmarking against standards and good practice.
- Experience of setting data strategy and standards.
- Experience of successfully implementing good data governance and delivering data quality improvement plans.
