Senior Asset Engineer (Telecoms - Corporate)

About the Role

Network Rail is seeking a Telecoms Operations professional for a permanent position based in Milton Keynes or London. This role is crucial for operating and running all Telecoms services, encompassing everything from hardware to applications. Key capabilities include Contract & Supplier Management, Governance, Risk and Control, Service Strategy & Transition, Asset Management & Architecture, and Engineering & Design. These functions ensure the smooth operation of new technologies and adherence to ITIL/regulatory standards for governance, assurance, and safety.

The Asset Management & Architecture Central team focuses on strategic architecture resources to meet future service capabilities. This team is responsible for operating all Network Rail's telecoms assets and networks, including managing asset life cycles and the development, delivery, and support of high-quality telecommunication networks and services.

Network Rail Telecom (NRT) is instrumental in transporting data across the network, enabling operational functions like signalling, customer information systems, and CCTV, as well as business operations such as desk phones and data connections. NRT is also a key player in Network Rail's digital railway vision, requiring secure management of vast amounts of data.

What will you be doing?

• Lead the development and delivery of the Central Telecom business plan, including renewal, enhancement, and engineering support services.
• Lead the production of project requirements and acceptance criteria for telecom engineering works to support the national telecom infrastructure platform.
• Lead the development and implementation of the Central Telecom renewal, refurbishment, and enhancement work bank.
• Lead the specification and acceptance of renewal requirements criteria for Telecom engineering works, including design approval and acceptance into maintenance.
• Support the development and implementation of projects post-handover to ensure renewals requirements are correctly interpreted and deliverables are met.
• Determine and advise on the implications of work not being undertaken, including impact on asset measures and outputs.
• Provide Telecom systems engineering input for the determination of appropriate engineering maintenance regimes and activity volumes in accordance with company policies and standards.
• Ensure accurate and comprehensive records of Telecom engineering assets, their configuration, and modification history are maintained.
• Lead the development and delivery of asset condition inspections to inform the Telecom asset condition database, renewals work bank, and provide engineering support.
• Review and make recommendations on derogation and non-compliance applications related to Telecom systems engineering standards.
• Participate in and lead Telecom engineering activities for assurance processes, including maintenance audit programmes and engineering verification.
• Monitor the reliability and performance of Telecom systems assets and instigate corrective actions to improve performance.

Your experience and skills

Essential criteria:

• Incorporated Engineer status.
• Degree in a relevant subject or equivalent qualification.
• Membership of a relevant professional institution.
• Substantial Telecom engineering experience, particularly in renewals and enhancements.
• Holds relevant professional licenses and technical qualifications, or the ability to obtain them.
• Understanding of policy, technical, safety, and performance standards related to signal engineering.
• Holds a valid UK driving license, or is eligible and willing to obtain one.

Desirable criteria:

• Chartered Engineer status.
• Understanding of safety management systems and risk assessment techniques.
• Knowledge of investment processes and procedures, including relevant computer systems.
• Experience in the integration of complex engineering systems.
• Knowledge of project management techniques.
